This Week in Indian MRO

The strongest Indian MRO development this week came from civil aviation. On 3 September, Airbus selected Indamer Technics to establish what it describes as South Asia’s first comprehensive Airbus radome repair facility, at Nagpur. The authorised facility will repair, store and exchange radomes used on the A320, A330, A350 and A380 families. Its capabilities are expected to include structural inspection, major and minor repairs, non-destructive testing and certification for return to service. (The Times of India)

Also on 3 September, regional airline FLY91 placed a firm order for 40 ATR 72-600 aircraft, with deliveries scheduled from 2027 to 2032. FLY91 intends to expand from six aircraft to 60 over the next five years. While this is an aircraft order rather than an MRO announcement, a fleet expansion of this scale creates a substantial future requirement for line maintenance, components, propellers, engineering support and heavy maintenance. In defence, the Indian Navy commissioned the diving-support vessel INS Nipun on 1 September. Its deep-sea diving, remotely operated underwater intervention and submarine-rescue capabilities add another layer to India’s naval sustainment infrastructure. (The Indian Express)

At the policy level, Defence Minister Shri Rajnath Singh’s review of India’s 16 Defence Public Sector Undertakings on 1 September placed particular emphasis on indigenous production, stronger supply chains, timely delivery, reduced import dependence and converting R&D into usable technology. India recorded approximately ₹1.8 lakh crore of defence production in FY2025–26, including ₹1.29 lakh crore from DPSUs. (News on Air)

Together, these developments point to a continuing shift from merely operating equipment in India towards maintaining, repairing, supporting and eventually upgrading more of that equipment within India.

Civil Aviation MRO

The Airbus-Indamer agreement is the week’s most direct MRO development.

Aircraft radomes look relatively simple, but they are technically demanding structures. Located around radar and antenna installations, they must protect sensitive equipment from weather, bird strikes and aerodynamic loads without interfering with electromagnetic signals.

Under the new agreement, Indamer Technics’ Nagpur operation will support radomes for four Airbus aircraft families: A320, A330, A350 and A380. The work is expected to cover inspection, paint removal and restoration, curing, structural repair, advanced NDT and release-to-service certification. (The Times of India)

This matters because component MRO is one of the areas in which India needs greater depth.

Sending specialised components overseas adds freight costs and turnaround time and increases dependence on foreign repair networks. Local capability allows an unserviceable component to move through a much shorter chain:

Aircraft → Indian repair facility → inspection/repair → certification → aircraft.

Airbus has also described the agreement as a foundation for developing a more localised avionics-repair network in South Asia. (Business Times India)

That could be more significant over the longer term than the radome facility alone.

India’s commercial fleet is expanding rapidly. Airbus said this week that more than 500 of roughly 800 commercial aircraft currently operating in India are Airbus aircraft, while its Indian order backlog exceeds 1,200 aircraft. (Moneycontrol)

The maintenance requirement will therefore grow with the fleet.

FLY91 Adds a Future MRO Requirement

FLY91’s order for 40 ATR 72-600s also deserves attention from an MRO perspective.

ATR confirmed on 3 September that deliveries will run from 2027 through 2032 and that FLY91 plans to grow from six aircraft to 60 within five years. (ATR Aircraft)

The airline already has an eight-year Global Maintenance Agreement with ATR covering services including LRU exchange and repair, spare-stock support and propeller availability and maintenance. (ATR Aircraft)

A 60-aircraft regional fleet creates a meaningful installed base.

Over time, the important Indian MRO question will be how much of the associated maintenance work moves into domestic facilities rather than continuing through overseas repair and pooling networks.

Fleet growth and MRO capacity therefore need to develop together.

Defence MRO — Air

No major new Indian defence-aircraft overhaul facility or aircraft-engine MRO agreement was verified during the 31 August–6 September reporting window.

There was, however, an important institutional development within the Indian Air Force’s maintenance organisation.

Air Marshal KAA Sanjeeb assumed the appointment of Air Officer-in-Charge Maintenance on 1 September, taking responsibility at Air Headquarters for the IAF’s maintenance and technical-support framework. (SSBCrack)

Leadership changes are not MRO capacity additions, but the appointment is relevant because the IAF manages one of India’s most complex maintenance environments, supporting aircraft of different origins, generations and technology bases.

The challenge extends beyond keeping aircraft serviceable. It includes component indigenisation, repair technology, spares availability, engine support, obsolescence management and the progressive localisation of imported systems.

The longer-term direction was already visible in the Aravalli helicopter-engine programme announced in late August, which explicitly includes lifecycle support and is expected to stimulate indigenous MRO capabilities. (Safran)

Defence MRO — Land

No significant new Army overhaul facility or major land-platform MRO contract was verified during this week’s reporting window.

That absence does not indicate reduced activity. It follows the significant late-August announcement establishing additional overhaul capacity for India’s T-72 and T-90 fleets, but that development belongs to the previous weekly reporting period.

The most relevant development this week is therefore broader industrial policy.

The Defence Minister’s 1 September review called on DPSUs to strengthen supply chains, reduce import dependence, improve delivery performance and increase support for MSMEs and start-ups. (News on Air)

Those objectives have direct consequences for land-system MRO.

A tank or armoured vehicle overhaul programme depends on a large supply chain of mechanical assemblies, hydraulics, electronics, optics, power systems and replacement parts.

Indigenising those items can gradually move land MRO from:

Indian overhaul + imported components

towards:

Indian overhaul + Indian components + Indian engineering support.

That distinction becomes especially important when platforms must remain operational for several decades.

Defence MRO — Sea

The commissioning of INS Nipun on 1 September was the week’s main naval lifecycle-support development.

Nipun is the second vessel of the indigenous Nistar-class Diving Support Vessel programme and joins INS Nistar to give the Navy specialised support on both the western and eastern seaboards. (The Indian Express)

The vessel supports deep-sea diving, underwater intervention, salvage and submarine rescue and can work with the Indian Navy’s Deep Submergence Rescue Vehicle.

These capabilities sit within the wider naval MRO ecosystem.

Not every repair requires a ship to enter a dockyard. Underwater inspection and intervention can support:

  • damage assessment,
  • hull and underwater-system inspection,
  • salvage,
  • submarine assistance,
  • emergency engineering support.

Nipun therefore strengthens what could be described as mobile underwater sustainment capability.

There was also a useful commercial-maritime MRO signal this week. State-owned Dredging Corporation of India was reported to be exploring dedicated dry-docking and ship-repair arrangements with Hindustan Shipyard and Mazagon Dock Shipbuilders as it expands its fleet. The objective is to reduce maintenance waiting time and improve vessel availability. (India Seatrade News)

Although DCI is not a defence operator, greater ship-repair utilisation and investment can strengthen the same Indian shipyard skills, infrastructure and supplier ecosystem on which naval repair also depends.

Industry & Policy

The 1 September DPSU performance review provides useful context for India’s MRO sector because maintenance capability ultimately depends upon industrial capability.

India’s defence production reached approximately ₹1.8 lakh crore during FY2025–26, with the 16 DPSUs contributing around ₹1.29 lakh crore. (News on Air)

The Defence Minister specifically called for:

timely delivery, lower import dependence, stronger R&D outcomes, higher productivity from capital investment, greater support for start-ups and MSMEs, increased exports and global-standard quality. (Rajnath Singh)

Each of those priorities intersects with MRO.

An indigenous platform with imported spares remains vulnerable.

An Indian overhaul facility without access to drawings, repair technology or qualified replacement components remains dependent.

A stronger lifecycle-support ecosystem therefore requires several layers to develop together:

Design → Manufacture → Components → Maintenance → Repair → Overhaul → Upgrade.

MRO is one part of this chain, but it also connects all the other parts.

What It Means for Indian MRO

This week’s developments illustrate three different stages of India’s MRO evolution.

The Nagpur radome facility represents localisation of specialised component repair.

The FLY91 order represents future maintenance demand being created by rapid fleet expansion.

INS Nipun represents operational support capability that extends naval sustainment beyond conventional shipyards.

Together they show why defining MRO only as hangar maintenance is increasingly inadequate.

Modern MRO includes component engineering, NDT, repair certification, spares, logistics, underwater intervention, digital technical support and increasingly sophisticated lifecycle-management systems.

The most important transition for India is therefore:

Maintain in India → Repair in India → Overhaul in India → Engineer the repair in India → Manufacture the replacement in India.

The farther India moves along this chain, the greater the economic value retained domestically—and the greater the resilience of both civilian and military fleets.
